Abstract

The need to adopt innovation management in the public sector cannot be overemphasised, as Nigeria is in dire need of novel approaches in surmounting the numerous limitations of public service delivery. Moreover, inclusive leadership has been identified by numerous scholars as a critical factor in driving innovation and improving organisational performance, through entrenching diversity, equity and inclusion (DEI) practices. This study examined the relationship between inclusive leadership and innovation management within the Nigerian public sector, focusing on selected government agencies in Lagos State. A descriptive survey research design was employed, with a sample size of 400 respondents drawn from the Lagos State Civil Service population. Multi-stage sampling was applied, and data were analysed using descriptive statistics and multiple regression analysis. The findings rejected all three null hypotheses. Diverse representation had a significant positive effect on competitive drive (β = 0.125, p = 0.014). Participatory decision-making significantly enhanced external stakeholder collaboration (β = 0.352, p = 0.000). Leadership development was significantly effective in fostering an innovative culture (β = 0.122, p = 0.016). It is concluded that inclusive leadership is a veritable tool for transforming the Nigerian public sector. Recommendations include institutionalising merit-based, diverse recruitment, formalising collaborative mechanisms with stakeholders, and investing in merit-based leadership development programmes, which enables innovation climate.
